AI Governance in practice — where PGA meets the live standards ecosystem

Predictive Governance Architecture (PGA) was developed as an academic control matrix, not a compliance checklist — but its four layers map closely onto the AI-specific standards now shaping how organisations are actually expected to govern AI. Building on ISO/IEC 27001 Lead Auditor & Lead Implementer audit methodology, I apply this mapping directly in AI Governance Audit & Implementation engagements (see Services).

Institutional / Legal layer

Operationalised by EU AI Act risk-tiering and GPAI compliance obligations, plus the UK's regulator-led approach (ICO, MHRA, FCA).

Socio-Technical / Data layer

Operationalised by ISO/IEC 23894 (AI Risk Management) and ISO/IEC 42005 (AI System Impact Assessment).

ACI-DBA Intelligence layer

Operationalised by ISO/IEC 42001 — the certifiable AI Management System standard wrapping the models and processes themselves.

Why "Artificial Intelligence" is a misleading label

"AI should serve as an assistant, while humans remain the visionaries."

AI extends specific cognitive capabilities — logical-mathematical processing, linguistic pattern recognition, scale — but cannot touch existential, intrapersonal, or creative-synthesis intelligence. AI trends toward homogenisation, not differentiation: it fails Barney's VRIN test for sustainable competitive advantage because it is replicable, scalable, and rapidly commoditised. Sustainable advantage comes from the human system around AI — culture, purpose, and judgment.

By 2034, AI will be everywhere. Humanity will be the true differentiator — grounded in wisdom, judgment, ethics, culture, and meaning.
